Creates a Process generator (to generate random numbers) based on the Discrete Constant distribution object.
The distribution object that this process generator will be based on must have been previously created via the
DConstantDistribution() function.
This function would have returned a string 'KEY' which is to be passed to the 'Key' parameter of this process generator function.
The process Generator 'Key' value that is returned from this function can be passed into the
RandomDConstant() function in order to generate random values (based on the chosen distribution).
This function creates an object and returns a string-key value to represent this created object.
The TAG value of the string-key returned (second part of the key) is : "PGDConstant"
